      Написал автору он помог. Оказалось причина в Internet Explorere :f_o: которого я ни разу не включал с момента установки системы. но он, сцуко, и без этого навредил.
      На всякий случай прикрепляю ответ, вдруг кому поможет.

Other than that, there's a couple of possible causes for the software not being able to connect to the internet. Firewall First of all, please set an exception in your firewall. However, do not turn your firewall off. If you turn your firewall off then Windows will toggle back to its standard firewall, which can result in thát blocking it. Please set an exception for: - CardRunnersEV.exe - CardRunnersEV_C.exe - CardRunnersEV_T.exe In some cases you may need to reboot for the changes to take effect. Virus scanner Also, please set an exception in your virus scanner. Again, please set an exception for: - CardRunnersEV.exe - CardRunnersEV_C.exe - CardRunnersEV_T.exe In some cases you may need to reboot for the changes to take effect. Internet explorer Some users have reported this issue disappearing after clearing their history in Internet Explorer. Also, please try opening Internet Explorer and pressing Alt+F. Then go to “File” in the menu and Enable+Disable “Work offline”. Finally, there's been a report of the issue being solved after starting internet explorer, going to Options, then going to the "Advanced" tab and selecting "Restore" (bottom button). Still not working? If the software is still not working after this, then most likely the cause is your firewall. Please note that turning your firewall OFF will in some cases still not disable it; it will simply continue to block programs.
